About the Project
Utility
Replacement
This project will consist
of replacement of sanitary sewer and water distribution systems,
and associated reconstruction of streets, sidewalks and drainage
systems. Older portions of
utility systems have been identified which contribute to problems
such as water discoloration and sewer problems. A master plan has been developed
to identify specific locations where utility systems require
improvement within the project boundary. These improvements are being
funded by a utility rate increase that occurred over a three-year
period that began in 2002.
Additional assessments will not be necessary to fund this
project.
The objectives of sanitary sewer and water
utility replacement are:

utility piping and structures

To improve capacity
of sewer and water systems

To provide ease of
future utility maintenance
As part of this
project, water and/or sewer piping will be replaced with new
piping. New sewer and water mains will be installed in the street
right-of-way.
The sewer and water systems in this area
were originally developed as individual homes were
constructed. Therefore,
several different types of systems are in place. Currently, this area is served
by a series of pipes that vary in age, size and condition. Due to age and types of
materials used to construct the systems, many need to be
replaced. These water and
sewer replacements will create a utility system consistent with
current City standards. New
sanitary sewer lift stations will also be added as a part of this
project.
Construction – What to
Expect
Initially,
roadway pavement will be removed. New sanitary sewer and water
mains will then be installed in separate trenches and then
connected to their respective services. New manholes and fire hydrants
will be installed. Once all
new sewer lines are in place, they will be air tested and cameras
will inspect the pipes to ensure proper construction and
efficiency. Water lines
will also be tested, then sterilized and flushed prior to placing
them into service. Timely
connections to existing lines serving homes and businesses will be
made during construction to minimize service interruptions. Road
pavement will be replaced and receive a final layer of asphalt to
provide a smooth surface.
Driveway aprons and sidewalks will be replaced. Where no sidewalk currently
exists, sidewalk will be installed on one side of the street. Finally, sod will be installed.
This is a general description of the sequence of construction
events and may vary from street to street. The project
schedule will let you know when to expect
construction in your area.
UTILITY INTERRUPTIONS
Water and sewer utility interruptions will be
unavoidable. To minimize your inconvenience, utility interruptions
will be scheduled during the daytime hours from 9 a.m. to 5 p.m. or
during the nighttime hours. Shut-offs will be intermittent with a
maximum shut-off duration of not more than 6 hours at any one
time. You will receive advance notification of any planned utility
shut-offs via a flyer that will be placed on your door.
ACCESS
Access to businesses and residences will
generally remain open during construction. The road may not be paved, but
it will be drivable during construction. However, during some time
periods, you may have limited access directly into your
driveway. It may be
necessary for you to park down the street, across the street or on
a nearby side street until new piping can be installed and
covered. The contractor
will give advanced notification for work immediately in front of
businesses and will work with businesses to maintain access. Emergency service vehicles will
have access at all times.
